Primary-level Party organizations do the groundwork to ensure the Party’s lines, principles, policies, decisions, and plans are implemented. We will work to ensure that primary-level Party organizations in enterprises, villages, Party and government departments, schools, research institutes, sub-districts, communities, and social organizations play a key role in communicating the Party’s propositions, carrying out the Party’s decisions, overseeing community-level social governance, uniting and mobilizing the people, and promoting reform and development.

近日，中共中央印发了《中国共产党国有企业基层组织工作条例（试行）》。条例明确了中国共产党国有企业基层组织机构设置，主要职责、党的领导与公司治理、党员教育、政治建设、党内民主与监督、组织领导与保障。
The Communist Party of China Central Committee has issued a trial regulation on the work at primary-level Party organizations of State-owned enterprises (SOEs). The regulation have specified the setup of primary-level Party organizations in SOEs, their main duties, Party leadership and corporate governance, Party member education, political building, intraparty democracy and oversight as well as organizational leadership and guarantee.
研究制定《中国共产党国有企业基层组织工作条例（试行）》，是深入贯彻习近平新时代中国特色社会主义思想、贯彻落实新时代党的建设总要求和新时代党的组织路线、坚持和加强党对国有企业的全面领导、提高国有企业党的建设质量的重要举措，对于完善中国特色现代企业制度，增强国有经济竞争力、创新力、控制力、影响力、抗风险能力，做强做优做大国有资本，具有十分重要的意义。
国有企业是中国特色社会主义的重要物质基础和政治基础，是党执政兴国的重要支柱和依靠力量。要切实加强党对国有企业的全面领导，从组织上、制度上、机制上确保国有企业党组织的领导地位，充分发挥企业党委（党组）把方向、管大局、保落实的领导作用。要坚持中国特色现代企业制度改革方向，把加强党的领导和完善公司治理统一起来，把党的领导融入公司治理各环节，把企业党组织内嵌到公司治理结构之中，明确和落实党组织在公司法人治理结构中的法定地位，确保国有企业党委（党组）领导作用发挥组织化、制度化、具体化。要加强企业干部队伍建设，着力建设对党忠诚、勇于创新、治企有方、兴企有为、清正廉洁的高素质专业化国有企业领导人员队伍。
