职业教育是国民教育体系和人力资源开发的重要组成部分，是广大青年打开通往成功成才大门的重要途径，肩负着培养多样化人才、传承技术技能、促进就业创业的重要职责。

职业教育与普通教育是两种不同教育类型，具有同等重要地位。改革开放以来，职业教育为我国经济社会发展提供了有力的人才和智力支撑，现代职业教育体系框架全面建成，服务经济社会发展能力和社会吸引力不断增强，具备了基本实现现代化的诸多有利条件和良好工作基础。随着我国进入新的发展阶段，产业升级和经济结构调整不断加快，各行各业对技术技能人才的需求越来越紧迫，职业教育重要地位和作用越来越凸显。2019年1月，国务院发布《国家职业教育改革实施方案》，提出经过5—10年左右时间，职业教育基本完成由政府举办为主向政府统筹管理、社会多元办学的格局转变，由追求规模扩张向提高质量转变，由参照普通教育办学模式向企业社会参与、专业特色鲜明的类型教育转变，大幅提升新时代职业教育现代化水平，为促进经济社会发展和提高国家竞争力提供优质人才资源支撑。
