Decree 源自拉丁语 decernere （判令、决定、宣布决定），最初仅作名词表示基督教会的“教令”或“天命、天意、上帝的圣旨”，后来逐渐发展为世俗社会里“官方颁布的具有法律效力的法令、政令等”，比如颁布/签署法令（to issue/sign a decree）。
