3月18日，外交部发言人陆慷宣布：应意大利共和国总统马塔雷拉、摩纳哥公国元首阿尔贝二世亲王和法兰西共和国总统马克龙邀请，国家主席习近平将于3月21日至26日对上述三国进行国事访问。
国务委员兼外长王毅表示，习近平主席今年首次出访选择了欧洲，充分展现了中国对欧洲的高度重视。

王毅表示，习近平主席此次访问欧洲是今年中国对欧盟外交的“高光时刻”。
王毅指出，元首外交对中欧关系发挥着重要战略引领作用。习主席此次访欧发出的信号清晰而明确：
- No matter how the international situation changes, China always views the EU as an important strategic partner and always places China-EU relations in an important and high-priority position within its foreign policy.
不管国际形势如何变化，中方始终视欧盟为重要战略合作伙伴，将中欧关系置于对外关系的重要和优先方向。
王毅与欧盟外交与安全政策高级代表莫盖里尼共见记者时表示，中欧是全面战略伙伴，如何看待中欧之间的合作与竞争，是目前各方关注的焦点。在本次高级别战略对话中，双方的看法是一致的，那就是中欧之间的合作远大于竞争，共识也远多于分歧。归纳起来，中欧有十个方面的重要共识（consensus in 10 major areas）：
一是都支持多边主义（support multilateralism），反对单边行径；
二是都支持联合国在国际事务中发挥主导作用（support role of the United Nations），维护以宪章宗旨为基础的国际关系基本准则；
三是都支持构建开放型世界经济（promote an open global economy），反对保护主义；
四是都支持以规则为基础的多边贸易体制（push for a rules-based multilateral trade system），改革和加强世界贸易组织（reform and strengthen the World Trade Organization）；
五是都支持以和平手段，通过对话协商解决各类热点问题和地区纠纷（resolve hot issues and regional disputes through dialogue and consultation）；
六是都支持加强国际合作，应对气候变化等全球性挑战（support cooperation in tackling global challenges）；
七是都支持坚守国际防扩散体制（support international nonproliferation），维护全球战略稳定；
八是都支持落实2030年可持续发展议程（promote the 2030 Agenda for Sustainable Development），致力于减少贫富差别和南北差距；
九是都支持打击一切形式恐怖主义（fight all forms of terrorism），标本兼治，遏制极端思潮的蔓延；
十是都支持维护二战以来建立的国际体系和秩序（safeguard the international system and order built after the World War Two），不另起炉灶。
王毅表示，习主席的这次访问立足三国，面向欧洲，首先将为中欧全面战略伙伴关系（China-EU Comprehensive Strategic Partnership）提供新动力。二是将为当今国际变局注入稳定性（serve as an anchor of stability in a fast-changing world），为维护多边主义带来正能量。三是通过“一带一路”建设与欧盟欧亚互联互通战略的对接，促进亚欧大陆的互联互通（promote connectivity between Asia and Europe），助力全球经济的可持续增长。
