海洋是高质量发展战略要地。要加快建设世界一流的海洋港口、完善的现代海洋产业体系、绿色可持续的海洋生态环境，为海洋强国建设作出贡献。
The oceans are strategically important to high-quality development. We should speed up the progress in the construction of world-class sea ports, a well-established modern maritime industry system, and a green and sustainable marine ecological environment to push for the building of a maritime power.

交通运输部、国家发改委等9个部门联合印发《关于建设世界一流港口的指导意见》。《意见》提出，到2035年，主要港口总体达到世界一流水平；到2050年，形成若干个世界级港口群，发展水平位居世界前列。
Nine government agencies including the Ministry of Transport and the National Development and Reform Commission released a guideline to accelerate the building of world-class ports. By 2035, major ports should advance to world-class levels and by 2050, several world-class port clusters should be formed, with leading development levels, according to the guideline.
《关于建设世界一流港口的指导意见》明确提出，到2025年，世界一流港口建设取得重要进展，主要港口绿色、智慧、安全发展实现重大突破，地区性重要港口和一般港口专业化、规模化水平明显提升。到2035年，全国港口发展水平整体跃升，主要港口总体达到世界一流水平，若干个枢纽港口建成世界一流港口，引领全球港口绿色发展、智慧发展。到2050年，全面建成世界一流港口，形成若干个世界级港口群，发展水平位居世界前列。
《意见》提出了六个方面的重点任务：一是着力提升港口综合服务能力，二是加快绿色港口建设，三是加快智慧港口建设，四是加快推进开放融合发展，五是加快平安港口建设，六是推进港口治理体系现代化。
